The usual monthly game: a new KDE bugfix release, openSUSE packages and a new Live-CD which as already said looks more and more less like KDE 4.0 but like our openSUSE 11.0 KDE4 desktop (while still being based on openSUSE 10.3):

(Disclaimer: I'm not an openSUSE packager, I am a packager though (for Fedora), take my answer with a grain of salt.)
Because the packagers have more important things to do than updating their packages every week? Updating packages takes time, time which they are probably supposed to spend on making KDE 4.0.x work well in 11.0, not on building weekly snapshots for the impatient.
